U3 Systems WorkInternational is a subcontractor under MSH’s leadership for the USG funded Supply Chain Systems (SCS) project. U3 provides technical assistance with a focus on strengthening supply chain performance and governance. This includes sub-national support to regional health bureaus and facilities, building local capacity, and ensuring data-driven decision-making to improve health outcomes.
Position Summary
The Regional Performance Improvement Officers will lead supply chain performance improvement across assigned regions, supporting RHbs, woredas, and health facilities. The role focuses on monitoring KPIs, conducting performance assessments, and facilitating capacity-building to strengthen sub-national systems. Working closely with regional teams and partners, the officer will drive operational excellence and advance U3 Systems Work International’s strategic goals.
Key Responsibilities & Deliverables
- Regional Performance Monitoring:
- Conduct performance assessments across the designated regions, analyzing supply chain systems and identifying areas for improvement.
- Develop regional performance improvement plans and monitor the implementation of initiatives aimed at addressing identified gaps.
- Ensure that performance improvement activities are aligned with U-Three’s overall project goals and regional needs.
- Program Implementation & Regional Support:
- Lead the execution of performance improvement strategies in collaboration with regional health officials, zonal and woreda health offices and partners.
- Provide technical support and guidance to regional teams to ensure that supply chain systems operate efficiently and in accordance with project objectives.
- Conduct regular field visits to monitor the progress of regional initiatives, provide feedback, and recommend corrective actions as necessary.
- Data-Driven Performance Improvement:
- Collect and analyze performance data from regional supply chain activities to track progress, identify trends, and inform decision-making.
- Work with regional teams to develop and implement evidence-based solutions to improve supply chain performance and ensure timely delivery of services.
- Stakeholder Engagement & Capacity Building:
- Engage with regional stakeholders, including government agencies, private sector actors, and NGOs, to facilitate collaboration and ensure the successful implementation of performance improvement activities.
- Lead capacity-building efforts, delivering training and workshops to regional teams and stakeholders to improve their understanding of performance improvement practices.
- Coordination & Reporting:
- Coordinate closely with the central office, providing regular updates on regional performance improvement activities and outcomes.
- Prepare reports and documentation on regional performance initiatives, sharing best practices, lessons learned, and recommendations for improvement.
- Monitoring & Evaluation (M&E) Collaboration:
- Work with the M&E team to ensure that regional performance data is integrated into the project’s overall monitoring frameworks.
- Support the development of monitoring tools and indicators specific to regional activities.
- Other Responsibilities:
- Perform other duties as required by the supervisor to support U-Three’s overall project goals.
Minimum Requirements
- Education:
- Bachelor’s degree in Public Health, Business Administration, Supply Chain Management, or a related field is required. A master’s degree is preferred
- Experience:
- At least 5-8 years of experience in performance improvement, supply chain systems, or project management within the health or development sector.
- Previous experience working in regional or field-based roles is highly desirable.
- Skills & Competencies:
- Strong ability to assess performance, analyze data, and implement improvement strategies in complex, multi-regional settings.
- Proven track record of delivering capacity-building initiatives and facilitating cross-functional collaboration.
- Excellent communication and interpersonal skills, with the ability to work effectively with regional teams, partners, and government representatives.
- Familiarity with USAID-funded projects or other donor-funded programs is an advantage.

- Experience managing performance improvement initiatives in regional settings, with the ability to adapt strategies to meet specific regional challenges.
- Analytical & Decision-Making Skills:
- Strong analytical skills, with the ability to collect and interpret performance data and make informed decisions to improve outcomes.

- Ability to build and maintain relationships with regional stakeholders, including government agencies, private sector entities, and NGOs.
- Capacity Building & Training:
- Experience delivering training and workshops aimed at enhancing regional capacity for performance improvement and supply chain management.

This includes sub-national support to regional health bureaus, woredas, and health facilities, as well as engaging the private sector in areas such as distribution, logistics, and market-based solutions. U3 builds local capacity, promotes public–private collaboration, and ensures data-driven decision-making to improve health outcomes.
Position Summary
The Private Sector Integration/Engagement Lead will lead the design, execution, and implementation of private sector engagement activities. He/she will work to ensure organized record-keeping, contribute to monitoring and evaluation efforts, and ensure alignment with U-Three Systems Work International’s and MSH’s policies and procedures.
Key Responsibilities & Deliverables
- Private Sector Strategy Development:
- Develop strategies for private sector engagement, including creating standards, tools, and best practices that utilize a market systems approach.
- Design and execute interventions targeting Small and Medium-sized Enterprises (SMEs), aligning them with project targets.
- Execute interventions that meaningfully engage the private sector and aim to address the Small and Middle Size Enterprises (SMEs ) .
- Ensure timely and high-quality implementation of private sector engagement activities according to the approved work plan
- Program Implementation:
- Oversee the implementation of private sector engagement activities, ensuring adherence to the work plan’s timeline and quality standards.
- Conduct assessments and case studies on private sector entities to inform programmatic decisions, working closely with the Chief of Party (COP).
- Stakeholder Engagement & Outreach:
- Lead stakeholder outreach, including collaboration with donors, international embassies, financial institutions, NGOs, government agencies, and key private sector entities.
- Represent U-Three at events such as corporate responsibility roundtables, business forums, and other relevant networking opportunities.
- Leadership & Capacity Building:
- Develop and deliver training workshops on private sector engagement, mentoring staff and partners on market-based approaches and business service development.
- Facilitate sessions with Business Development Service (BDS) providers and oversee training material creation.
- Monitoring & Evaluation:
- Support adaptive management by collecting and analyzing program data, documenting best practices, and sharing lessons learned internally.
- Work with the country office to align monitoring systems and indicators with organizational priorities.
- Business Development Support:
- Assist in developing financial processes to support emerging business requirements from ongoing developments.
- Other Responsibilities:
- Perform other duties as assigned by the supervisor to support U-Three’s project goals.
- Travel Requirements: Frequent regional travel required, up to 30% of the time.
Minimum Requirements
- Education:
- Master’s degree in Business, Economics, public health, health supply chain, pharmacy or a related field.
- Experience:
- 10-15 years of experience in private sector development, with a focus on market systems development and agriculture.
- Experience managing teams under donor-funded programs and integrating business development services into programs.
- Skills & Competencies:
- Proven networking skills, particularly in private sector engagement, finance facilitation, and public-private partnerships.
- Strong expertise in value chain analysis, capacity building, and grant management.
- Knowledge of gender-related issues in business, with experience promoting women entrepreneurs.
- Proficiency in monitoring, evaluation, and adaptive management practices.

- Strong project management skills, including planning, resource allocation, and overseeing complex programs.
- Business Acumen:
- Expertise in building and sustaining business service networks, facilitating access to finance for SMEs, and understanding market-based approaches.
